As of July 2008 the sale of fireworks permits were down in Honolulu, partly because many residents were buying the paperless fireworks that did not require a $25 permit, and partly because many of them were opting not to use personal fireworks but instead ot attend one of the 11 public fireworks displays on Oahu.

As of December 2007 a permit to buy 5000 firecrackers in Hawaii cost $25 and consumers were spending more then $270,000 a year on fireworks permits. Opponents of Hawaii firworks permit laws say the high cost of Hawaii fireworks permits is fueling a thriving black market in fireworks.
